Covering the period between 2001 and 2013, this very first global evaluation of the ICRC Special Fund for the Disabled (SFD) aims to provide the SFD and its donors with information on the relevance, strategies and outcome of SFD activities worldwide, and to present recommendations on how to further improve the results.
The evaluation was carried out by two independent consultants between November 2013 and June 2014. It included a review of SFD documentation, field visits to nine countries, visits to 13 SFDsupported centres and interviews with 102 key informants in 45 organisations.
The evaluation concludes that the SFD is playing a major role in the P&O sector in project countries and has an excellent reputation among project partners and other stakeholders, who see the organisation as a serious and professional organisation. SFD’s programme is highly relevant and its approach to provide parallel support to service providers and to individuals in need of assistance is appropriate.
